Stadt weiterbauen im Berliner Norden und die Bodenfrage
Mit „Buy land, they`re not making it anymore.“ hat Mark Twain das Dilemma der endlichen Ressource Boden auf den Punkt gebracht. Boden ist nicht vermehrbar wie sonst jede andere Ware, und darf – so die Konsequenz – nicht wie eine Ware behandelt werden.
Die Stadt Berlin ist immensem Druck ausgesetzt. Der Mangel an verfügbaren Grundstücken und deren Verknappung durch Spekulation führt zu hohen Bodenwerten und starken Mietpreissteigerungen. Das soziale Gefüge der Stadt kommt ins Rutschen. Um wieder handlungsfähig zu werden sind 11 neue große Entwicklungsgebiete ausgewiesen worden, auf denen neue Quartiere mit tausenden von Wohnungen errichtet werden sollen. Der andauernde Verlust von Raum in den umkämpften Innenstadtlagen verstellt den Blick auf die Initiation einer Raumproduktion an den Rändern, die die Stadt in Zukunft prägen wird. Die Kunsthochschule Weißensee befindet sich an der äußersten Spitze eines Entwicklungsgebiets, in dem unter dem Motto "Stadt weiterbauen im Blankenburger Süden“ bis zu 10.000 Wohnungen gebaut werden sollen. Kommt es dazu, wird Weißensee nicht mehr Randlage sondern Scharnier zum Zentrum sein. Konflikte werden nicht ausbleiben – als ab 1963 das Märkische Viertel errichtet wurde, kam es zu umfangreichen Protesten von Betroffenen und Bewohnern. Die Keimzelle für die noch heute gültige „behutsame Stadterneuerung“ lag damals in einem Neubaugebiet am Stadtrand.
Das Theorie-Praxis-Projekt macht ein Versuchsfeld auf zwischen bestehender lokaler Identität in Weißensee, der zukünftigen städtebaulichen Entwicklung „Blankenburger Süden“ vor dem Hintergrund der Erfahrungen und Kritik von vergleichbaren Großentwicklungen in der Vergangenheit und hinterfragt den Zugang zu Raum, der grundsätzlich durch die Bodenfrage bedingt ist. Wir werden unser eigenes künstlerisches, forschendes Handeln im lokalen Kontext einbringen, genau hinsehen, Querverbindungen herausarbeiten, Schlüsse ziehen. Ein Schwerpunkt des Projekts ist die künstlerische Praxis, das Erproben der Darstellung, die Zuspitzung und Überformung komplexer Inhalte. Auf Grundlage der gemeinsamen Recherchen und Analysen, die mit Mitteln der bildenden Kunst intervenierend begleitet werden sollen, wird die eigenständige künstlerische Arbeit – einzeln oder in Zusammenarbeit – innerhalb des gesetzten thematischen Rahmens unterstützt und in einer gemeinsamen Abschlusspräsentation zusammengeführt.

(1) Further urban development in the north of Berlin and the question of landownership
With “Buy land, they’re not making it anymore,” Mark Twain gets to the heart of the dilemma concerning land as a finite resource. Land cannot be reproduced like other commodities and, as a result, should not be dealt with as a commodity.
The City of Berlin is under immense pressure. The lack of available properties and their scarcity through speculation leads to high property values and drastic increases in rental prices. The social fabric of the city is beginning to slip. In order to remain capable of responding to these challenges, eleven new, large-scale developmental zones have been designated as new neighborhoods where thousands of apartments are to be built. The ongoing loss of space in contested areas around the city center obscures the view of initiating the development of space on the periphery that will shape the direction of the city in the future. The Kunsthochschule Weißensee is located at the very tip of a development zone where up to 10,000 apartments are to be built under the heading “Further Urban Development in Blankenburg South.” If this happens, Weißensee will no longer be a peripheral location but an access point to the center. Conflicts cannot be ruled out—when the Märkisches Viertel was built in 1963, those affected and residents protested extensively. The primary nucleus of “careful urban renewal” that is still valid today was located at the time in a new development zone on the periphery.
The Theory-Practice-Project establishes a testing ground between existing local identity in Weißensee and the future urban development of Blankenburg South—set against the backdrop of lessons learned and a critique of similar large-scale past developments—and calls into question the access to space that is essentially determined by the issue of landownership. We will introduce our own artistic, research-driven practice within the local context, examine the issues in depth, establish interconnections, and draw conclusions. The project centers on artistic practice, the testing out of representative forms, and the synthesizing and transformation of complex contents. Employing joint research and analysis, to be accompanied by the visual arts as a means of intervention, independent artistic work—individually or in collaboration—will be developed within the established thematic framework and integrated together in a final group presentation.
